Professor Milo was a criminal scientist.
History
In the first year of Batman's career, Milo was experimenting with teleportation technology. When an experiment went awry and opened an unstable dimensional rift, Batman was able to rescue Milo and one of his lab assistants, Wade Magny from being sucked in. However his other assistant, Leo Scarlett, would be trapped inside, a failure that haunted Batman for much of his career.
Years later, Milo was working on an experiment that could allow him control over rats so he could steal diamonds however Batman and the Spectre stopped him. After Batman left in his traditional fashion, Spectre returned and had Milo turned to cheese, allowing the enslaved rats to eat Milo alive.
