Having infiltrated the Legion of Super-Heroes for the Space Pirates, Dynamo-Boy has succeeded in expelling all the Legion members and has now begin trying to form a new team that would aid the Space Pirates in their criminal endeavors. However, each applicant that approaches to join the Legion of Super-Heroes turn out to be complete duds and all are rejected.

Just when he is about to give up, he is approached by the members of the Legion of Super-Villains, who tell Dynamo-Boy that they have reformed and would like to join the Legion of Super-Heroes. After a battle against the Legion of Substitute Heroes, Dynamo-Boy learns that the Legion of Super-Villains haven't really reformed and that they have mutual goals, and so they decide to work together in their criminal plots.

While Dynamo-Boy goes to the Pirate Planet, where he takes over after foiling the leaders plot to turn him into a mindless slave, the Legion of Super-Villains decide to take control of the operation. When Dynamo-Boy arrives back on Earth, the Super-Villains have setup false tombstones and tell him that they killed the entire Legion, except Superboy. Using Saturn Queen's hypnosis powers to trick Dynamo-Boy into entering a time machine to escape an illusion of a vengeful Superboy. The ploy works and Dynamo-Boy realizes too late that the time machine is sending him on a one way trip to the year 1 trillion A.D. where he is stranded on a dead world.

Now in control of the Legion's club house, the Legion of Super-Villains are contacted by Superboy challenging them to a duel to win back their memberships in the Legion of Super-Heroes. Meeting Superboy, Element Lad, and Mon-El are able to defeat their powers. Realizing that they're now trapped on an asteroid that is about to be struck by a meteorite, the cowardly Legion of Super-Villains surrender to the authorities rather than face death. With the Legion of Super-Villains defeated, the Legion of Super-Heroes restore their ranks.
