Synopsis for "The Secret Origin of Bouncing Boy!"

Today is the day the Legion of Super-Heroes begins their annual selection process for new members. When the first set of applicants turn out to be duds, the Legion calls a brief recess to show the other applicants the origins of one of their members. Allowing their computer to select at random, it chooses Bouncing Boy, who tells his origins and how get ended up joining the Legion:
The delivery boy of a famed scientist, Bouncing Boy was charged with bringing a super-plastic fluid to the Science Council. However along the way he was distracted by a Robot Gladiator Tournament. Watching the match, Bouncing Boy purchased a soda, however in all the excitement he accidentally drank the super-plastic fluid instead, which gave him his Bouncing Boy powers.
Bouncing Boy went on to explain that his original attempt to join the Legion was rejected, and so he never gave up. After a few awry attempts at saving the Legion from a "peril" that turned out to be a non-threat, Bouncing Boy was able to help the Legion capture some crooks. After helping the Legion save the day, they gladly accepted him into the Legion of Super-Heroes, realizing that his powers can be useful to their team.
With his story finished, the Legion then has the rest of the applicants prepare to give their presentations to the Legion.
