The Agenda is a secret organization similar in function to Project Cadmus, though with a more insidious motivation.

History

They are responsible for creating a clone duplicate of Superboy, which came to be known as Match. It was the intent of the Agenda to create an army of such beings and sell them for commercial use to the highest bidder. Their initial endeavor failed as their compound was nearly destroyed following a brutal battle between Match and Superboy. At the conclusion of the fight, many of the Agenda administrators were arrested and taken to Stryker's Island Penitentiary. Match however, managed to escape.[1]

A short time later, Superman, Supergirl and Steel went to the Agenda's laboratories in the hopes of finding some clue that might cure the ailing Superboy. This brought them all into a conflict with Match. Match again escaped capture, and the heroes appropriated some of the abandoned technology and brought it back to Project Cadmus.[2]

Director Alpha of the Agenda later created a genetic anomaly which became known as Grokk the Living Gargoyle. Grokk squared off against Superboy in Paris, France.[3]

Before long, Contessa Erica Alexandra del Portenza (Director Beta) assumed complete control over the Agenda and collaborated with Klarion the Witch Boy in an event that came to be known as the "Sins of Youth". After this debacle, the Agenda began to destabilize. Much of their equipment and technology was appropriated by Amanda Waller.[4]
