History
Anthem is a rigidly structured peace-keeping agency based primarily out of the town of Harmony, Indiana. Anthem employs super-powered agents to enforce their agenda, but also recruits normal citizens and provides them with the rank and title of a "Bellwether". Bellwether's operate within the public eye and maintain Anthem's presence in the town of Harmony at all times. Bellwethers are distinguished by the fact that they wear the symbol of the American flag across their face, completely obscuring their facial features.

Notes
- One senior member of Anthem was once the super-soldier known as Tank Man. He has since given up that identity, and just goes by his real name, Jose Delgado.
