Anthony Scarano was the leader of a crime syndicate who worked in Gotham City.

Since his early days as a teenager, Scarano was fascinated with historic generals and their battles. He enlisted in the army hoping to one day become like the people he admired, but when he realized that he couldn't achieve his plans within the system, he turned to crime and became a crimelord using his knowledge in military protocol.[1]

Under the alias of General Scarr, he sought revenge against the masked heroine Batgirl after she foiled some of his plans.[2] His plan almost succeeded, but after this murder attempt, he was stopped and his whole organization was taken down by Batman and Batgirl.[1]

Army of Crime

After his defeat at the hands of Batgirl, General Scarr allied himself with notorious criminals including Colonel Sulphur, Major Disaster and the newcomer Captain Cutlass. Under Scarr's leadership, they became the Army of Crime and started a criminal spree in Gotham City, by kidnapping wealthy citizens and asking high ransoms for their return.[3] Their actions drew the attention of Batman and Superman, but the villains managed to get Superman lost in time and captured Batman. It was then that their whole plan was revealed and the heroes learned that they were gathering money to get the alien weapons from the Weapon Master, which were being auctioned in Metropolis.[4]

After they got possession of the weapons, the Army of Crime started their plan to take over Gotham City, but it was foiled by Batman and Superman, who managed to escape from their respective prisons. After this defeat, Scarr was never seen again.[5]
