Aquarius was a member of a group of near omnipotent living stars called the Council of Living Stars.

He was convicted of heinous crimes by his peers and was stripped of most of his powers and banished from the Council. He found himself on Earth, where his presence attracted the attention of Starman, who tried to probe the anomalous star with his Cosmic Rod. Aquarius stripped Starman of his Cosmic Rod and regained his full powers. In spite of an attempt by the Justice Society of America to try and stop him, Aquarius attempted to destroy the universe -- and succeeded in eliminating everything except for the assembled Justice Society.

The JSA sent Red Tornado to the parallel universe called Earth-One to recruit the Justice League of America to help battle Aquarius; however, the JLA were caught up in their own cases and were unable to accompany Red Tornado back to Earth-Two until two weeks after his arrival in their universe. Finally coming to the JSA's rescue, the JLA found the JSA in the thrall of Aquarius and had to fight their alternate universe comrades. During the fight, Larry Lance sacrificed his life to save the life of his wife, the Black Canary, from an energy ball hurled by Aquarius. This caused Aquarius to lose control over the JSA and also restored the JSA's universe (Earth-Two) to normal. After the heroes held a funeral for Larry, Aquarius came to battle them once more. Chasing the menace into space, both Green Lanterns, Hal Jordan and Alan Scott, tricked Aquarius into flying into a portal to the Antimatter Universe. With no means of protecting himself from the anti-matter, Aquarius was destroyed, ending his menace.

Powers

  • Unique Physiology: Aquarius was a member of a species of living stars. While their powers were vast, the exact extent of their powers are unknown; these powers were mystical by nature. When Aquarius had his powers reduced, he was simply a sentient star until he obtained the Cosmic Rod. Using the device, he was somehow able to restore himself to possibly his full potential.
    • Hypnotism: Enough to control all of the JSA.
    • Energy Construct Creation: He could animate neon-figures.
    • Flight
    • Deflection: Reflected blasts are increased.
    • Power Distribution: He could temporarily increase the strength of a 4-year old child to superhuman levels.
    • Invulnerability: He could withstand Superman's punches without any damage.
    • Superhuman Reflexes: He could easily dodge Wonder Woman's Lasso of Truth.
    • Weather Manipulation: He could turn fire into rain.
    • Pyrokinesis: He could emit star-like heat.
    • Size Alteration
    • Aquarius could endow the Cosmic Rod's energy blasts with magical nature, which are extremely destructive to those susceptible to magic, such as Kryptonians.
    • Aquarius could also block Dimensional Travel to a specific dimension by creating a space-warp.
    • Energy Projection: In possession of the Cosmic Rod, Aquarius could cover himself with a yellow aura and could project it as a radiation-based energy sphere. Although affecting only one target at a time, its radiation, even at a distance, is lethal to humans in the long term. It was responsible for the first Black Canary's death from cancer years after their fight.[1] It depletes Cosmic Rod's energy, which will be only restored after one week; all other effects from his powers will be cancelled, including banished persons with dimensional travel.
    • Dimensional Travel: In possession of the Cosmic Rod, Aquarius had significant power to banish Earth's population from the Earth-Two universe. It depletes Cosmic Rod's energy, which will be only restored after one week.[2]
