Synopsis for "No Law and a New Order - Part One: Values"

Gotham City has been declared off limits by the Federal Government and no longer considered a part of the United States. Humanitarians fly over Gotham by chopper and drop food. Gotham has been divided into territories, each controlled by a different faction. Bruce Wayne and Batman have disappeared. Out of frustration, James Gordon destroys the Bat-Signal. One night Batgirl returns and spray paints a bat on a wall, declaring her return.
