Synopsis for "Decision Day"

As summer break draws to a close, Barbara Gordon prepares to return to college, but not before narrowly stopping a man from bombing police headquarters. The incident greatly embarrasses Mayor Hill, who pressures the police to incarcerate the bomber as quickly as possible before his electoral opponent Bob Hewlett seizes the opportunity.

By night, Batgirl and Robin investigate and corner the bomber, a man named Teller. To their surprise, Teller immediately surrenders himself to the police, and the entire arrest is credited to Jeff Griffin, Hewlett's appointee for the next police commissioner.

Suspicious, Batgirl and Robin continue to investigate, and eventually discover that Teller had actually hired by Hewlett and Griffin, who had been looking to discredit the Hill administration and build their own reputations. Robin prevents Hewlett's men from smuggling Teller out of the country, while Batgirl takes incriminating pictures of Teller's conversations with Hewlett.

Though Hewlett and Griffin have been brought to justice, Barbara realizes how badly Robin's equipment and training outclasses her own, and chooses to suspend her crimefighting activities during the school year. Unbeknownst to her, Robin's own secret identity is barely a step away.
