Blue Moon was a supervillain and killer-for-hire whose powers were governed by the phases of the moon.
History
Blue Moon had come to Blüdhaven to answer the contract Penguin had put out against Robin. She was instead captured and held by Veteran's team but Brother Eye's attack on the metahuman community reaching Blüdhaven gave her an opportunity to escape.[1]
Blue Moon reappeared in Gotham City under contract from an unknown employer to attack Ragman. Despite roughing the Tattered Tatterdemalion up he ultimately took her down and Shadowpact ally Enchantress assisted in seeing her given over to the authorities. [2][3]
She later returned alongside a massive assortment of villains to wage war against the Justice Society, assembled as part of a long-term plan by the Fourth Reich. Blue Moon targeted Power Girl in their clashes, who ended up taking her out even as the first part of the Reich's plan would ultimately succeed. [4]

- Power Instability: Blue Moon's powers depends on the moon's phases. She is at full power only under a full moon.
Notes
While she didn't know who employed her to attack Ragman, Blue Moon was presumably one of the 'assets' Strega was ordered by Doctor Gotham to keep throwing at the Shadowpact as part of his schemes.[2]
