Batman and Robin learn about a mysterious phantom at the Gotham Library and when they investigate the case, they learn that the ghost is the former librarian Todd Torrey, who was convicted seven years ago, but managed to escape and now is seeking revenge against those who captured him.

Torrey's vendetta ends up badly when Batman and Robin save his victims and he ends up dead instead.
