Synopsis for Batman: "The Underworld Surgeon"

Steve Travers has been used by his older brother Joe during his entire life. When he grows old and graduates from medical college thanks to Joe's funding, Steve opens a clinic, but his brother forces him to use it for performing surgery on his fellow criminals.

Batman and Robin investigate Joe Travers' gang until they learn about the underworld surgeon, who has been performing plastic surgery on some of the most recognizable criminal faces to prevent them from being captured. However, when Batman confronts him, Steve is operating his brother and he has deliberately changed Joe's face to resemble that of the most wanted criminal. On the ensuing confrontation, Batman is injured by a bullet and when Joe tries to escape, he is gunned down by the police, as he is mistaken by another criminal. Steve then saves Batman's life and during his trial, he is found innocent after Batman's testimony. Steve is finally free to marry his fiancée Ann and a short time later, he becomes the head doctor a the Gotham Children's Hospital, much to Batman and Robin's delight.
