Synopsis for Batman: "The Man With a License to Kill"

A new vigilante has appeared in Gotham City under the alias of the Executioner, who murders wanted criminals and later claims the reward. The Executioner's extreme methods are allowed by Commissioner Gordon, considering that most of the criminals are wanted dead or alive.

Batman and Robin investigate the Executioner's activities and discover that he is in fact responsible for breaking the criminals out of jail and later murders them, making the perfect racket. Batman infiltrates the prison posing as a notorious criminal and when he is taken out of prison according to the Executioner's plan, Batman reveals his identity and captures the criminal, ending his evil racket.
