"The Grieving City": Batman and Nightwing stop every sort of crimes around Gotham City.

Quote1 I vowed to protect the innocent. I promised that no one would suffer if I could do anything to stop it. I've lived this years to be a guardian to the entire city. But there's little I can do against disease and natural disasters. A lost cause can become a fool's errand. I'm still only human. I did what was humanly possible. I hope you don't think I've failed in my promise. And I renew that promise now. Mother...Father...As long as there's breath in my body I am an instrument of justice. Justice for you. Justice for all. I only hope you can forgive me my failures. Because I'm not sure I can forgive myself. Quote2

Synopsis for "The Grieving City"

Batman and Nightwing stop every sort of crimes around Gotham City.

At daylight, Bruce Wayne manages his resources and Wayne Enterprises in order to help the city as much as he could with the help of Lucius Fox.

Devlin Davenport behaves in an obnoxious way and stops the rescuing efforts from Van Meer Boulevard because it would destroy his property; a building that has collapsed and is blocking the transit throught the streets.

Commissioner Gordon tells her daughter Barbara that she can go home now that the order is slowly coming back. Mayor Grange does his best to obtain help from other cities, but she faced the raw reality that no city is willing to help Gotham.

At night, Batman uses a big truck to open a path across the Davenport building to help the rescuing efforts and the supplies delivery to cross with ease, much to Devlin's dislike.

Bruce then visits his parents grave and renews his promise but knowing that he is just human and sometimes that is not enough to fulfill his vows. He leaves the place asking his parents for forgiveness for his failures.
