Synopsis for "Chaos Squared"
The Dynamiteer was creating chaos in the Gotham Bridge and William Pettit's team couldn't stop him. Nightwing and Robin arrived in time to stop the criminal and turn him to the Gotham City Police Department. Meanwhile, Nicholas Scratch was delighted to see that his plans were going smoothly.
Commissioner Gordon traveled to Ivy Town in order to attend a job interview. The chief police of the town told him that they would call him back when a spot was empty for him. Jim used a payphone to tell the good news to Sarah but then he noticed that he had forgotten his eye-glasses at the chief's office and when he returned to the place, Gordon overheard the chief and an officer laughing at him and joking about giving him a job after what happened in Gotham. James took his glasses and then thanked the chief for opening his eyes.
Back in Gotham, Bullock and Montoya questioned the Dynamiteer about the person who hired him and he told them that they were hired by the devil. Bullock noticed hused the word they and worried for the next attack. That moment, at the Federal Building a big masked man with a huge jackhammer started to destroy what was left of the building. Soon the police radio was flooded with emergency calls to all units available to go to the federal building. Nightwing and Robin listened to the call and set out as soon as they could. The police arrived first but when they tried to stop the destroyer the whole building collapsed leaving no trace of the big man who called himself Tumult.
James Gordon arrived to Gotham and Sarah came to welcome him. Jim told her about the events at Ivy Town and the two of them drove back to their home when suddenly they were attacked by a truck. Sarah's leg was hurt and Jim shot to the truck's windshield and stopped the attacker from ramming them once more.
At the Federal Building, the police searched among the debris hoping to find Tumult but they only found a big hole in the ground that was used by Tumult as a escape route. Nightwing and Robin were walking through the sewers just below the building and they were attacked by surprise by Tumult when he destroyed one of the sewer's walls with his jackhammer. Tumult struggled with them for a while but when he pushed Robin away, Nightwing was infuriated and attacked Tumult and the jackhammer struck itself on the ceiling of the sewer bringing down tons of concrete on top of him. Nightwing and Robin watched as Tumult lay unconscious and tried to figure out who would attack next without noticing a tiny camera through which they were being watched by a vengeful Gearhead.

This issue is a part of the Batman: No Man's Land crossover that swept through all Batman Family Titles during 1999. Gotham City was declared by the President to be no longer a part of the United States after the combined disasters of Contagion, Legacy and Cataclysm.
