Synopsis for "Shellgame, Part II"

The rebuilding of Gotham City was going smoothly for Lex Luthor. The people of Gotham was willing to work for the better of their city. The reconstruction efforts already reached the Gotham Clock Tower where Barbara Gordon kept an eye on the working people and on Lex's activities.

At CampLex, Mercy Graves informed Lex about the Joker's attacks on their camps and Lex told Mercy to take care of the attakcs of the clown.

Meanwhile, Robin was on Pettit's territory, watching any suspicious activity. Batman arrived at the place and joined Robin in the surveillance. Batman and Robin realized that Huntress and Pettit were not in good terms and that Pettit was becoming more unstable with each day. Huntress seemed to be helpless but Batman trusted in her strenght. Batman left Robin without saying where he was going.

At another reconstruction camp, the men guarding the place were knocked out by Harley Quinn and the Joker's people. The Joker made his entrance and scared most of the workers of the place. Joker took a woman as a hostage and was about to harm her with a some scissors but he was stopped by Bane. Joker admitted that he wanted Batman's attention and that facing Bane wasn't in his plans. Bane gave the Joker a beating and when Joker was completely incapacitated, Mercy appeared and told the Joker to stop his rampage on LexCorp's efforts of rebuilding. Joker and Harley were allowed to go away while Bane and Mercy returned to their respective trucks. Batman witnessed the scene from the shadows.

Bane entered his truck and found that Batman was already inside. Bane told Batman that he knew what was his plan and that he haven't told about it to Mercy or Lex. Batman then told Bane that he already knew what was the arrangement between Lex and Bane. Lex was going to give Santa Prisca to Bane. Batman then asked Bane to leave Gotham and to go claim his country or otherwise Batman was going to take him down. Bane told Batman that he would be out of Gotham by the end of the week.

Barbara was watching a talk show on TV, were some of the survivors of No Man's Land were talking about their experience in the city. The host of the show urged the people watching that it was time to demand that the authorities do the right thing and end the No Man's Land once and for all.

Later, Penguin called Lex and Mercy to a meeting in one of his hideouts. Penguin told Luthor that he wanted a piece of the city for being the man who uncovered his illegal activities or otherwise he would tell the press the truth about him. Penguin was overconfident because he and his men outnumbered Lex and Mercy. Lex told Mercy to take care of it and Mercy killed all of Penguin's men without taking any damage. Lex warned Penguin never to threat him again, for he had "Mercy".

Lex and Mercy returned to CamLex and realized that their security had become weak after Joker and Penguin's attacks. Lex knew that he couldn't get more men inside Gotham until the No Man's Land was lifted. Lex was planning to blackmail the U.S. President when Mercy told him that there was something happening at Washington, D.C.. Lucius Fox was addressing the people of the entire nation with good news. Under his command, Wayne Enterprises managed to make the United States Government sign an executive order that declared the end of No Man's Land. Batman and Oracle were watching the news and they realized that it was matter of time before the city was officialy reopened and part of that victory was thanks to their efforts. They also knew that it was up to them to prepare the city for the opening.
