Doctor Snegg src

Doctor Snegg clashed twice with Hour-Man, using completely different methods each time.

Doctor Snegg was unquestionably a genius, but was undeniably insane. In 1940, in Appleton City, he invented an artificial heart and plastic skin, and a Reviving Fluid, that he used to imbue artificial life into a stolen set of wax museum mannequins. These things would obey his spoken orders, and could speak. He sent them out to rob banks. That's what brought Hour-Man down on him. They clashed, and the wax robbers were destroyed, with acid. The Doctor's human henchmen might not have escaped, but Snegg did, and even kept his identity unknown, at least for the time being.[1]

Later that same year, in the same city, Snegg sought out Hour-Man, seeking revenge. By this time, he had evidently worked out the Man of the Hour's secret identity, as Rex Tyler. Using previously-undisplayed hypnotic abilities, Doctor Snegg subverted a newly-hired laboratory assistant, at Bannerman Chemical, compelling him to disguise himself as the costumed adventurer, and commit a series of crimes, leaving overly-easy clues behind. Inevitably, the real Hour Man investigated, and captured Bob Wallace, his own assistant. Snegg got close and shot the costumed hero with a revolver, but Hour-Man easily side-stepped the bullet. Doctor Snegg's attempted escape, in a fast sedan, ended with a face-full of tear gas and a fiery car crash.[2]
