Dora Smithy

Dora Smithy is the sister of Nora Fries and sister-in-law of Mister Freeze who worked as the secretary of Gotham City's Police commissioner James Gordon. She was so bent upon ridding Gotham City of it's "costumed freaks", that she became what she hated the most: a female version of her brother-in-law, the very man she hated for taking her sister away, and not letting her "die" in peace. Dora never realized, until it was too late, that if it wasn't for Freeze's obsession with curing her sister, Nora wouldn't be alive today.

Dora Smithy was created by Ben Stein, first appearing as part of the DCAU in Gotham Girls episode Ms.-ing in Action. (2002)
