History

Returning to Gotham after the Lost Year, Batman and Robin find a murder mystery already on their hands. While they were gone, Batman briefly trained Harvey Dent (reformed after the events of "Hush") to act in their stead. A series of notorious Gotham criminals are being murdered, including The KGBeast, Orca, Magpie, and Arnold Wesker, the Ventriloquist. Each of whom had been working for The Penguin. The Murderer's M.O. seems to exactly follow that of Two-Face. Investigating the crime, Batman tries to trust Harvey, but finds it increasingly difficult. Eventually, Harvey, angry at Batman for accusing him, is seduced by the Two-Face part of his personality and mars his face with acid to become Two-Face again. Because he is unable to work during the day, Batman enlists Jason Bard to help him with investigations on a vastly increased salary. Bard finds a new Tally Man is responsible for the killings, when he botches a hit. Upon further investigation, Batman realizes that the entire series of events were coordinated from inside Arkham Asylum by boss Warren White, the Great White Shark. White, who was trying to take over Gotham's underworld, had succesfully killed two birds with one stone by weakening Penguin's forces, and turning Harvey Dent into a criminal again.
