Synopsis for "Emperor Penguin"

With help from Mister Freeze, the Penguin creates "Penguinia", an independent nation consisting of a single iceberg. This iceberg obstructs all passage into Gotham Harbor, allowing the Penguin - the "emperor" of Penguinia - to extract heavy tolls from any merchants looking to use Gotham's waterways. As Penguinia carries official recognition from the United Nations, the authorities are helpless to stop Penguin; when Batman attempts to intervene, he is captured and held as an enemy alien.

Fortunately, Robin remains free to act, and in radio contact with his mentor. At Batman's instruction, the Boy Wonder uses the Bat-Sub to dive below Penguinia, where he finds one of Penguin's own submarines mooring the tiny nation in place. Using the Bat-Sub's net cutters, Robin destroys the mooring lines, causing Penguinia to drift out of the harbor - and instantly changing its legal status from "nation" to "vehicle", which strips Penguin, Freeze, and their gang of any diplomatic protection.

With the police closing in, and Robin easily cutting apart Batman's cell, Penguin and Freeze flee in a panic. The two arch-criminals ultimately escape, but Batman reacts with more amusement than dismay, for in their haste, they had left all their loot behind.

Synopsis for "Chandell's Chanteuse"

Bruce Wayne and his newest paramour, Kathy Kane, attend a parole concert headlined by Chandell and Lorelei Circe, better known as the Siren. Though Chandell is genuine about reforming, the Siren reverts to type immediately after the concert begins, using her powers to brainwash the men at the concert - including Chandell - into surrendering their valuables.

Having inoculated himself against the Siren's voice with meditation techniques, Bruce immediately changes into Batman and attacks. When neither her brainwashed minions nor her usual high-note prove enough against Batman, the Siren resorts to her secret weapon - a special throat-spray that lets her high-note plunge Batman through a series of vivid hallucinations.

The Siren gloats over Batman's helplessness, but is unexpectedly foiled by Kathy, who dashes a pitcher of water into her face. This breaks the Siren's hypnotic song, whereupon a furious Chandell immediately gags her. Batman and the police then return the pair to the Arkham Institute, unaware the entire heist had only been a test-run by the Siren's real partner, the Sandman.
