Synopsis for "Public Enemy"

During Batman's mission in Paris,[1] Dick Grayson temporarily suspends his college studies so Robin can watch over Gotham in his mentor's stead. Reacquainted with the thrill of costumed crimefighting, Dick considers quitting college to become Robin full-time, an option which Alfred views with ambivalence.

Meanwhile, the Ventriloquist and Scarface escape Arkham, and hatch an elaborate scheme to rob the First National Bank. Masquerading as terrorists, Scarface and his gang take the bank's staff and customers hostage and demand escape helicopters from the police, while actually intending to detonate the roof and escape through the underground parking lot.

Upon arriving at the bank, Robin defuses the roof explosives and defeats the Ventriloquist's gang, but Scarface sets a second bomb with a much shorter timer. Robin is forced to make the remaining hostages his first priority, leaving the Ventriloquist free to loot the vault. However, Wesker drops the loot as the bomb reaches its last few seconds, and is frozen in indecision, as his split-personality insists on recovering the money.

Robin pulls Wesker free of the blast at the last second, leaving Scarface as the bomb's only "casualty". After Wesker is returned to Arkham and Bruce returns to Gotham, Robin chooses to continue Dick Grayson's college studies after all.
