Belphegor is a French member of the Global Guardians.
History
Early in her career, Belphegor worked with Doctor Mist and Andre Chavard to save a hero from a parallel Earth by enlisting the unwitting help of the Brotherhood of Evil.
Belphegor became the director of the Dome and oversaw trouble spots around the world, and dispatched Global Guardians to handle threats that lay near their home countries. When the Global Guardians lost their funding from the United Nations to the Justice League International, Belphegor oversaw the closing of the Dome after it could no longer afford to remain open.

- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
