Synopsis for "One Nation Indivisible - Chapter One: Power Struggles"
In the Southern Great Wilderness, Hawkgirl is exploring. She hasn't seen or heard another human in 48 days, and is talking to herself in the form of a journal. As she reaches the edge of a forest and encounters a large rocky desert with a canyon in it, she stops to catch her breath. She sees that the scanning array in her helmet is almost full of data, and soon she will have to go back. However, before she can leave, her scanner finds something odd. Near the bottom of the canyon is an opening of cut rock. As she is the first person to ever come here, this gives her pause, but not as much pause as when she runs into four armed guards, all women, who open fire with advanced guns. Hawkgirl unholsters her pistols and returns fire.
In Neotropolis, the World Army Cabinet is meeting. Green Lantern is impatient, as he can see problems around the world - floods in New Babylon, crop blight in the Europa agricultural regions, cholera cases in New Gotham, a border dispute between Erebus City and Ark Home Colony - and an appointment with the Unity Commission about the feasibility of free elections. Commander Sonia Sato begins with the Erebus/Ark Home dispute, which apparently started over the possibility of oil deposits on the frontier of their respective areas. Sandman offers to send in secret agents to get to the bottom of the matter, but the cabinet opts instead to send Doctor Fate as an intermediary.
Superman brings up that the cabinet should talk about the anti-wonder sentiments that have been growing over the last year. The wonders are seen as instigating the war with Apokolips that destroyed Earth, and though Green Lantern claims that they saved the Earth, they only saved a portion of the population. More, this sentiment is being tapped into by the Anarky terrorists. Green Lantern insists that he is not an aloof god, but a man, answerable to other humans - and then leaves, responding to imperceptible reports of an unstoppable monster.
It is night in New Gotham, where a lack of heat resources is creating a market for Nimbus Solutions portable power generators - and a black market of consumers desperate enough to hire criminals to steal the rare power generators. Tonight, a handoff is intercepted by Nimbus Solutions goons with knives - who are accosted by the Batman. In the ensuing fight, the power generator is dropped, causing it to leak gas and explode. Batman barely escapes the blast...
On the highland border between Erebus and Ark Home territories, Green Lantern has just defeated a monster. Huntress and Sandman debate its origin: each city claims it was built and unleashed by the other. Sandman thinks it is a child of the recent terraforming in New Gotham. Power Girl thinks they need to get Erebus City and Ark Home Colony to a peace talk, but neither will submit to the authority of the World Army. Green Lantern says they have to try: the Unity Commission and its elections can bring society together, and if this monster is the product of the terraforming, they will need all the unity they can muster.
In the Southern Great Wilderness, Hawkgirl is fighting four guards at once. They knock her down and are prepared to deliver a killing blow, but someone gets them to stop: Fury, who welcomes Hawkgirl into the city behind her: Amazonia!
