Fong was a small-time criminal working in Hong Kong as a member of the Triad.

History

He fled to Greenland when his life was in danger, and became part of the first Apocalypse Virus outbreak. Due to natural immunity, he was one of three survivors including Kendall Stuart and Leanore We. Azrael, Catwoman, and Tracker, hunted him down to San Francisco when a similar plague broke out in Gotham City. They tried to bribe Fong for a blood sample, so his immunity could be used to develop a cure. He had gone crazy, believing himself immortal, and killed himself with a knife while demonstrating his invulnerability. His blood was useless, but Azrael brought it back to Batman anyway.
