The Voice was an enemy of Mister Scarlet.
History
George Stimson was the president of a failing subway company, who organized a gang of robbers to prey on his company's passengers. Calling himself "The Voice", he used miniature radios, planted on his henchmen, to convey the illusion of being everywhere at once. His attorney, Brian Butler, was secretly Mister Scarlet, and he figured out what was going on, and together with his young ally Pinky, put a violent stop to it.[1]
The Voice returned later, but his new scheme was crushed by Mister Scarlet and Pinky just as it began.[2]

Stimson used miniature radios, and misdirection, to remain unseen as the Voice.

- This version of the Voice, including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023. Even though other versions of the character may have appeared, this information does not apply to those versions.
