Synopsis for "Trigger Part II"
Seattle police sniper Bill Carlson shoots Congressman Schroeder through the head against orders, due to hypnotic suggestion making him think that the Congressman had pulled a gun. Carlson then shoots a number of other officers who attempt to deal with the situation, as well as his backup sniper, who has been told to shoot him down. When the other officers finally make it onto the roof where he was stationed, Carlson has gone missing.
Lieutenant James Cameron wonders how this could have happened, knowing that Carlson would never have done something like this. He demands of psychiatrist Elaine Pike to know why the Carlson's apparent snap didn't turn up on his last psych evaluation. Dr. Pike responds that it did, and that Carlson suffered from PTSD, which could have caused him to break down at any moment.
Later, as the Lieutenant gets into his car, he is confronted by Green Arrow, who offers to help. Cameron responds that answers are only going to come from Carlson, but Green Arrow is determined to hunt the hunter.
Elsewhere, Diamante, the man against whom Schroedinger was going to testify meets with his contact, and informs them of Green Arrow's involvement. The contact ends up being Dr. Elaine Pike, who visits Jefferson Twodogs, and uses an implanted hypnotic trigger to control him into killing Green Arrow.
Later, Lieutenant Cameron decides to take Dr. Pike along on a plan of his to bait Diamante into revealing something that the psychiatrist might pick up on. They visit Diamante, and after some witty exchanges, the Lieutenant offers him a cigarette. Diamante claims he quit, and the Dr. claims that she is trying to quit. Then, Cameron reveals that he already knows the connection between the two. The Doctor used hypnosis to implant a trigger that would allow her to control her patients, from Jefferson Twodogs, to Carlson, to Diamante himself. The trigger itself is the sight of a lit cigarette. As Pike lights a cigarette, Diamante attacks Cameron.
As Green Arrow tracks down Carlson, Jefferson tracks him in turn. They come to a confrontation, and they are too distracted to stop Carlson from seeing Dr. Pike light her cigarette through his sniper scope. At that moment, he fires his rifle, and the bullet misses the Lieutenant, and goes straight into Diamante's head, killing him. Green Arrow congratulates the Lieutenant on cracking the case himself. Oliver lights the Doctor's cigarette again, which prompts both Carlson and Jefferson Twodogs realize that they were hypnotized by her.
Later, at the Sherwood Florist, Oliver and Dinah Lance hold a costume party with their friends. The Lieutenant shows up for a while to let them know that Carlson won't be prosecuted for the shootings. Their friend Marianne asks Oliver for a New Year's kiss, and as she does so, she confesses that she loves him.
