Synopsis for "New Dogs Old Tricks"

In King County, Washington, Green Arrow sneaks into a ranch where illegal dog-fighting is occurring, and breaks up the operation. He corners Cruz, the head of the operation, but Cruz sets one of his dogs on Green Arrow. He takes the dog out by blasting it with a fire extinguisher, and then finishes off the gang, capturing Cruz. When the police arrive, Oliver announces that he's making a citizen's arrest, but the deputy arrests him as well for vigilantism.
At his hearing, Oliver establishes that Cruz was read his Miranda rights, which makes his citizen's arrest valid. Meanwhile the charges of excessive force that Oliver faces are dropped because he was defending himself against a 'deadly weapon' - a 130lb attack dog. Despite getting him off the charges, Oliver's public defender reveals that she believes he belongs in jail. As he leaves the courtroom, Oliver runs into Sheriff Ned Mannix, who arranges for Oliver to be arrested for vagrancy moments after he exits the courthouse.
In his office, Mannix meets with some CIA agents, who have asked for his cooperation in detaining Oliver. They explain that they believe Oliver was involved with the death of Colonel Edward Laker, who he had attempted to kidnap earlier. Despite the Agency's interests, Mannix' only interest is in keeping a dangerous man off the streets, a stance which puts him on the Agency's radar.
Elsewhere, two CIA assassins seek out Eddie Fyers in his hotel room, and open fire. Fyers, however, is nowhere to be found, and left a dupe in his bed. Hanging out the window of the room, Eddie emerges, and kills the assassins, calling them amateurs.
After some time in a jail cell, Oliver is released on bail. Sheriff Mannix makes no bones about the fact that he distrusts vigilantes, stating that the law is more important than justice. Outside, Dinah Lance arrives, having bailed Ollie out. They have coffee together, and Oliver reveals the nature of the events which led to his being arrested, including his association with Fyers - an issue which disgusts Dinah. Oliver attempts to apologize for kissing Marianne, but Dinah is too bitter, and she leaves, making it clear that their relationship has ended.
Elsewhere, Eddie prepares to make another hit with his sniper rifle, but he is interrupted by Green Arrow.
