Jackhammer is a member of the construction-themed group of super-villains known as Demolition Team. They began as adversaries to Green Lantern, but have plagued several other heroes over the years. He is a former oil rig worker whose special jackhammer allows him to deal great damage.
Jackhammer was created by Len Wein and Dave Gibbons, first appearing in Green Lantern (Volume 2) #176 (1984).
