Swing King was an enemy of Bulletman.

Jimmy Shay was an impoverished song writer who became a spree killer.

After record producer Max Curt bought his latest song "You Gotta Be Neat" for a measly 10 dollars and turned it into a hit, Jimmy became the Swing King. He set out to murder those who had profited off his song by hanging them and leaving them to swing on the rope. He succeeded in killing Curt and band leader Jay Jones and was about to kill singer Adoree Daye, but Bulletman stopped him, but he got away.

Bulletgirl started her own investigation into Shay, which led to her being captured and almost hanged herself - she used her Gravity Regulator Helmet to support her weight just enough to appear dead. The Swing King's next move was on crooner Singin' Sanders. Bulletman and Bulletgirl prevented him and chased him to the roof, where Shay fell on an electricity line and accidentally hanged himself.
