The Regulator could control rodents. He was a minor threat to the Justice League of America and Black Lightning.

Barnabus Boulton was once a research scientist at S.T.A.R. Labs Metropolis. He developed a helmet which had the power to command armies of rats and other vermin; originally he wanted to market this device to present a solution for the unsanitary living conditions of Suicide Slum. As it seems, the device destabilized his mental condition and he was commited to a sanatorium by his wife and his partner Richards. Escaping from the institution, he spent months planning his revenge. Then Boulton (now self-proclaimed as the Regulator) reclaimed his helmet and commanded an army of rats and other vermin to invade S.T.A.R., where he used a mutation ray to alter them into monstrous creatures. The Regulator voiced an extremist agenda of exacting revenge on all those whom he considered to be "oppressors of the poor," starting with the police, then planning on moving on to exterminating politicians, bankers, and journalists. Green Arrow, Batman, Wonder Woman, Zatanna, and Elongated Man rallied to combat the Regulator's creatures while the psychopath controlled the hordes from from atop an industrial chimney. Meanwhile, Black Lightning made it to the Regulator's perch and pounced upon his enemy, making him realize that all his campaign accomplished in doing was to terrorize and kill the same ghetto occupants that he imagined to be representative of. Afterwards, the Regulator lost his footing and collapsed into the chimney, being incinerated before a horrified Black Lightning's very eyes.[1][2]

  • This version of Barnabus Boulton (Earth-One), including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023. Even though other versions of the character may have appeared, this information does not apply to those versions.
