Emmett Vale is a scientist who is usually an antagonist to Superman. In Pre-Crisis continuity he was responsible for creating the original Metallo. In Post-Crisis continuity he was a neighbor of the Kent Family who discovered Superman's secret. He became obsessed with the idea that Superman was an evil invading alien and tried to destroy him. Emmett Vale was created by Robert Bernstein and Al Plastino, first appearing in Action Comics #252. (1959)
