Tobias Whale is a ruthless African American albino crimelord. Beginning his career in Metropolis, he led the criminal organization The 100. This made him an enemy to Black Lightning, who eventually had him sent to jail. He later moved to Gotham City and attempted to take over the syndicates. However, Intergang bought him out and made him CEO of their front organization Kord Enterprises. His weapon of choice is a harpoon, fitting to his name. A new version of the character was introduced in the DC Rebirth.

Tobias Whale was created by Tony Isabella and Trevor Von Eeden, first appearing in Black Lightning #1 (1977).
