Col. Rumaan Harjavti was a corrupt and militant dictator who ruled the nation of Bialya. He became an enemy to Justice League International when he tried to manipulate the Champions of Angor into fighting them. He later began working alongside the super-villain Queen Bee. Following his death, his brother Sumaan Harjavti took over for him. Rumaan Harjavti was created by Keith Giffen, J.M. DeMatteis, and Kevin Maguire, first appearing in Justice League #2. (1987)
