Tarantula is a legacy name in the DC Universe. The original was a Golden Age vigilante named Jonathan Law who fought crime using acrobatics and a web gun. He was a member of the All-Star Squadron. During the New Earth era, Catalina Flores later became his successor, an ex-FBI agent taking the law into her own hands. Flores was romantically interested in Nightwing, however he disapproved of her willingness to kill criminals. Eventually she was arrested for the murder of Blockbuster. In New 52 Flores is reintroduced in Green Arrow and her association with Nightwing and murder of Blockbuster appear to no longer be part of her history.
Tarantula was created by Mort Weisinger and Harold Wilson Sharp, first appearing in Star-Spangled Comics #1 (1941). Catalina Flores was created by Devin Grayson, first appearing in Nightwing (Volume 2) #71 (2002).
