Gala was a serial killer in Gotham City who sold artworks using the blood of kidnapped children.
History
She sold an artwork to Fred Hemsley, a target of Mother Panic's, which subsequently put Gala on the vigilante's radar as well.[1]
After finding Gala's location, Mother Panic freed the children and sent the building burning to the ground.[2]
