Garnet, nicknamed "Hellhole" by its inhabitants, is one of the worst criminal worlds in the universe. Every member of the Green Lantern Corps sent to police it was brutally murdered by the local lowlifes. After the murder of Pathavim Seth-Ottarak, Jack T. Chance was given a power ring. Chance, born and raised on Garnet, was able to more effectively police the planet, albeit using controversial and often less ethical methods. These tactics have earned him frequent reprimands from the Guardians... although they agree that he is the most effective Lantern they have for the job.[1]
