Commissioner Loeb was a corrupt official in the GCPD when Batman began his career. He had heavy ties to the Falcone crime family, usually acting alongside Arnold Flass. Jim Gordon eventually exposed his corruption and usurped his position. Eventually he was murdered by the Hangman Killer during Dark Victory. Gillian B. Loeb was created by Frank Miller and Dave Mazzucchelli, first appearing during Batman: Year One in Batman #404. (1987)
