Synopsis for "Soft Targets, Part Three of Four"

GCPD officers follow up on the lead of 8 webcams. They find seven of them, however, they are camcorders stuck to a computer. The eighth webcam appears suspicious since it is not snowing in the footage but there is currently two feet of snow in Gotham City.

TV News reporter, Angie Molina, speaks poorly of the GCPD department and claims Batman will do their work for them.

Elsewhere, Crispus Allen and Josie MacDonald bust William Brooks for selling the rifle to the Joker.

Meanwhile, the acting mayor David Hull orders Mike Akins to arrest the Joker's ex-thugs, the Killer Clowns. When Maggie Sawyer protests, mayor Hull ignores her and talks directly to Aikins. Hull threatens to fire Aikens if he doesn't arrest the Clowns and make a public spectacle of it.

Elsewhere, Angie Molina is kidnapped. When the count down timer hits zero, a toy gun goes off and it starts counting up instead of down in time.

Ron Probson heads outside to have a smoke and the Joker walks up nonchalantly. Probson pistol-whips him and places him under arrest.
