Harvey Dent is the Mayor of Gotham City.

History

Year Two (1941)

As the newly elected Mayor of Gotham City, Harvey Dent is one of the many that believes that the Batgirls are criminals and vows to bring them to justice. It is later discovered, however, that Dent is actually being brainwashed by Dr. Hugo Strange and Gotham gangster Oswald Cobblepot. The Batgirls persuade Dent to see reason and he helps them escape captivity.

Even though the Batgirls try to cheer him up, Dent still feels guilty about his actions against them and encouraging the people to turn to hatred and violence. Suddenly, Dent is attacked by the Reaper in an act of "justice" for her father.
