The Head was an Asian-American criminal posing as a spirit towards other criminals, getting them to do his bidding. He was an enemy of the Vigilante.
History
When Lefty and Buggsy, two criminals came to him, they informed him that they brought a traitor with them. The Head ordered the traitor to be executed with the Bamboo Death, which was involved a person being tied down and having little drops of water fall on them one by one from a bamboo stick, driving them mad after several hours. The Head ordered Lefty and Buggsy to loot the White Lotus Tong Warehouse. After the warehouse was looted, the men framed Lin Choo, the leader of the White Lotus Tong, for the murders. He ordered his men to capture the Vigilante and Stuff and bring them to him. The Head ordered the Vigilante to be executed with the Bamboo Death. However, the Vigilante was able to break free from his restraints and defeat the Head and his gang. The Vigilante found on the Head, a tattoo that was worn by members of the Dagger of Kali, a Japanese secret society. The Head confessed that he was tasked with starting a Tong war in Chinatown in order to distract the Chinese in New York from the war in China.
The Head was sent to prison and it was later revealed that the Head was able to pretend to be a spirit through illusions caused by incense and mirrors.

- This version of Head (Earth-Two), including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023.
