Synopsis for "Arrested Developments"
Max Mercury is forcing Bart Allen to rake leaves in the front yard. He chastises him for using super-speed as he has been encouraging him to act like a normal human being. Bart gets frustrated and throws the rake at Max, nearly hitting him in the head.
Meanwhile, at Manchester Junior High School, Carol Bucklen tries out for the cheerleading squad. The cheerleaders feel that Carol is too much of a plain-Jane to join their ranks, but they nevertheless invite her to go out with some of the football stars to Applegate Park.
At Technodyne Industries, a strange super villain known as Gridlock arrives and begins using kinetic control gauntlets to siphon the motor function out of all of the various vehicles and equipment. Impulse arrives and tries to stop Gridlock, but the villain turns his kinetic capabilities against the young speedster, briefly immobilizing him.
Gridlock later returns to Technodyne and kidnaps CEO Leo Nordstrom. He reveals that he was once a former Technodyne employee named Abner Girdler. Abner was in charge of a special monorail project, but the county transportation commissioner denied the construction permit despite approval from the mayor. As such, Abner became Gridlock and is now wreaking havoc as a means of getting revenge against commissioner Clifton Burdett.
Impulse has a second run-in with Gridlock and endeavors to rescue Leo Nordstrom. Having learned a valuable lesson from his last encounter with the villain, Impulse uses his intellect and tricks Gridlock into shorting out his own power supply.
After dealing with Gridlock, Impulse races off to save Carol Bucklen from a potential date-rape experience.

Notes
- In Impulse #1, Technodyne's CEO was revealed to be Richard Nordstrom, not Leo. It is possible that Leo may be a middle name.
