Libra was the secret founder of the group of super-villains named Injustice Gang. By the end of their first appearance, it was revealed that their entire operation was massive feint by their organizer, Libra, to test a device of his. He had constructed an unusual device that enabled him to steal half the powers or energies of a given person. A series of "Plan B" devices the villains had been given in case the JLA defeated them absorbed half of the heroes' powers and transferred them to Libra. Satisfied with these results, he then turned his device upon the universe itself, hoping to become a god. Instead, Libra was absorbed into the universe itself, effectively disintegrating him and spreading his essence across the cosmos. The discovery of Libra's true purpose also brought about an end to the group. All but the Shadow Thief were later gathered together again by the Construct to lure the JLA into a trap on Libra's old satellite, but following the Construct's defeat, the Injustice Gang members lost all memory of the incident. Still later, they regrouped as agents of Abra Kadabra but were defeated by the JLA yet again.
