Syndicate Rules is a Justice League storyline written by Kurt Busiek with illustrations by Ron Garney. It's published in the JLA series following Chuck Austen's Pain of the Gods and followed by Geoff Johns' Crisis of Conscience. The story deals with the return of the evil Crime Syndicate from the Antimatter Universe. It's written as a loose sequel to Grant Morrison's Earth-2 graphic novel, and deals with plot threads from Busiek's JLA/Avengers that will be concluded in his year-long epic Trinity.
