Synopsis for "The Enemy Below, Part I"

Aquaman leads an Atlantean armada in attacking a nuclear submarine, the USS Defiant, for trespassing in Atlantean territory. The Justice League arrive to save the submarine's crew but comes into a standoff with Aquaman's forces. Though the League are able to convince Aquaman to allowing them to rescue the crew, but on the condition that the submarine to be left alone as it is now considered Atlantean property. Before leaving Superman urges Aquaman to visit the surface to address his grievances before a world conference that is being held at the World Assembly.

The incident had spurred Aquaman's brother Orm and the head of his military, General Brak, to strongly consider making war on the surface. But Aquaman refuses their violent counsel. He privately confides with his wife Mera and that he is doing to make his kingdom safe and prosperous for his infant son. Following Superman's suggestion, Aquaman attend the world conference. Meanwhile, Green Lantern return to the USS Defiant to find that its nuclear material are absent, strongly suspecting that the Atlanteans are doing something with it. The League soon took notice of Aquaman's presence at the World Assembly.

Aquaman's arrival is less diplomatic than expected. He demands the world's leaders to follow a treaty that the surface nations must cease their intrusion into and pollution of the oceans. This only outrages the world's leaders, who they interpret the treaty as forcing them to accept what is a near-surrendering term. Aquaman, seeing that he failed to air his grievances, walks out of the proceedings. As he steps out of the World Assembly, an assassin fires a rocket launcher at Aquaman but only to hit the pavement in front of Aquaman, which gravely injuring him. Aquaman is rush to a hospital where he is moved into a saline water tank, which allows his natural healing abilities to work. The news of the attack on Aquaman reaches Atlantis, in which some believed that their king is dead. Orm assumes control in his brother's place.

The League plans a ruse to capturing Aquaman's assassin by having J'onn disguising himself as Aquaman. They succeed in capturing the assassin, Deadshot. Under Batman's interrogation, Deadshot claims that he was hired to kill Aquaman but doesn't know his employer's identity; however, he was paid in gold doubloons, which are commonly associated with sunken galleons. Revealing that someone in Atlantis is planning for Aquaman's death. During this, Aquaman has already left for Atlantis, where he finds Orm's usurped role. Orm reveals himself as the betrayer and has Aquaman surrounded by Brak's soldiers; he states to his brother that he has become sicked of Aquaman's tolerance for the surface dwellers and has decided to take matters into his own hands
