The Justice League International set up embassies all over the world as bases.

History

After the reformation of the Justice League of America at the end of the Legends event, Maxwell Lord manipulated events behind the scenes to give the League an international status. Approved by the United Nations, the Justice League International was given license to operate across the globe. They moved from their Secret Sanctuary to several embassies. The first three seen were in Paris, Manhattan and Moscow.

Initially, each embassy provided its own unique challenges to the JLI. The New York location suffered from inferior craftsmanship, compounded by Captain Atom launching an attack on the electrical system, and Mister Miracle landing the League's sharp new shuttle on—and through—the roof.

The Moscow Embassy was infested with bugs (tiny electronic listening devices), which were easily found and collected by Batman, while the Paris Embassy was run by Catherine Cobert, a very attractive woman whom Booster Gold had unsuccessfully tried to pick up in his civilian identity very shortly before meeting her in costume.

Points of Interest

The Justice League operated Embassies in several cities around the world, but the two most prominent were their Paris location, where the informally named Justice League Europe was based, and in Manhattan. Other embassies were located in Lisbon,[1] Brazil, Tokyo, Moscow, London, Rome, Canberra and Potsdam.
