Justice League International (Volume 1) with a cover date of January, 1988.
Synopsis for "Seeing Red"
Even as the Justice League leaves the meeting of Earth's
super-heroes at the Green Lantern Citadel, one of its
members, Rocket Red #7, reveals himself as a Manhunter.
Trapping Batman, Blue Beetle, Black Canary, and Mr.
Miracle inside their ship, the renegade hero sends it hurtling
toward a Bialian oil refinery. Guy Gardner, Booster Gold,
and the Martian Manhunter, flying outside the ship, are
powerless to save their teammates, but a squad of Rocket
Reds, summoned by Oberon, arrives in time to prevent the
crash, and the Manhunter Rocket Red is destroyed when he
rises from the rubble with a drawn weapon, only to be
stymied by Booster Gold's force-field.
At the same time, in New York, Maxwell Lord is attacked
by a Manhunter posing as his secretary, who is in turn
attacked and destroyed by Lord's computer.

Synopsis for "Brief Encounter"
In the tiny terrorist nation of Bilaya, its ruler, Colonel
Rumaan Harjavti, meets with Jack O'Lantern, formerly of
the Global Guardians, to discuss the formation of a new
super-team which would act as an alternative to the newly-
formed JLI. As Jack departs to consider the proposal,
Harjavti is startled by an explosion in his oil fields, caused
by the near-crash of the JLI's ship (as seen in the previous
story).
