Quote1 Oppressed citizens of Gotham, your cries for help have been heard! I am Anarky- voice of the people- here to save you from the plague of corruption that now infests this once proud city! Those hired and elected to keep us free and safe won't lift a finger! And why would they? They've been bought and paid for; encouraged to turn a blind eye. If they won't act, I will. At dawn's first light- the sources of Gotham's ruin WILL. BE. DESTROYED. Quote2

Anarky wants to purge Gotham of corruption, but his methods involve wanton destruction.

His idealism matched with a self-importance that makes reasoning with him nearly impossible - he needs to be dealt with physically and imprisoned to keep the city safe. He wished to rid the city of its bonds to what he called "Propaganda, through so called entertainment" by destroying anything that to do with big business or capitalism.

One Christmas Eve, Anarky had placed three bombs around Gotham City. Batman made a mad dash to defuse them all. Anarky then met Batman in the courthouse where he along with some of his own henchmen attacked Batman. After the fight, he revealed that he was just a young man, Batman left him cuffed for the police to take in.[1]

Many years later, his jacket was still in GCPD custody in the evidence room. According to Aaron Cash, he had not been seen since that night, which he blamed on the government not taking very kindly to anarchists.[2]
