HistoryEdit
Mayor Altman is the mayor of Star City. He is a strong opponent of Green Arrow. Mayor Altman and Commissioner Nudocerdo attend a fundraiser to help rebuild the city. When they get there, they learn Green Arrow has stolen all the food, which he then gives to the poor. Later, Nudocerda is caught in a traffic jam. When he leaves his car to yell at the workers, he is killed. Concerned, Mayor Altman visits Queen Industries, where Rochev offers the city a large corps of security officers. On the way home from the even, Nudocerdo is killed by a mysterious man wearing a mask.
