Moreland McShane was a former Marine and a detective in the Gotham City Police Department who was assigned to investigate Catwoman.
History
After Moreland McShane is assigned the Catwoman case by Commissioner Gordon, he gives an interview to flush her out. The interview causes Catwoman to remember she left behind evidence in an old hideout, and she rushes to dig it out, only to find McShane already there. During their altercation, she scratches him across the face, but he is able to recover her childhood diary.
Catwoman deliberately runs into McShane as a civilian. She invites him out to dinner, and after he tells her about his investigation, offers to transcribe his tapes. She is disturbed by how accurate his profile of her is, and when he kisses her, she rejects him.
They later enter into a relationship, which abruptly ends when McShane reveals he knows Selina is Catwoman and Catwoman discovers he is the serial killer known as the Headhunter.
Catwoman confronts him for the last time at Babylon Towers where they first met. He kills himself by running into a piece of rebar. Catwoman collects all the evidence he had on her from his apartment, leaving behind the proof of his own crimes, and reports his body.
