The Weeper was an old enemy of Bulletman, the first villain with a gimmick.
History
Mortimer Gloom, though his name had long since faded into obscurity, held the distinction of being the first costumed criminal to apply a distinct theme to his crimes. The Weeper was once the scourge of Fawcett City, but his shred of decency at never killing any of his victims proved his undoing when he couldn't go through with a plan that might've killed thousands of innocent people and was subsequently captured by Bulletman. Weeper spent the next thirty years in prison, stamping license plates.

- This version of the character is exclusive to the continuity of the television series Batman: The Brave and the Bold and its tie-in video game and comic book series, Batman: The Brave and the Bold and All-New Batman: The Brave and the Bold. It is an adaptation of the Weeper. The original character was created by Binder Studio and first appeared in Master Comics #23.
